How Rowlett calculates your permit fee
The city charges a building permit fee using a fee table based on floor area. Plan review is a separate charge: a flat $300.00.
The fee table

Added to every matching permit
- Roadway impact fee (single-family detached): a flat $3,283.00 (Residential · new construction)
What counts as project value
Floor area (square feet). Residential (single-family, duplex, townhouse) fees are a flat amount plus $0.50 per square foot. Commercial: 'Valuation is determined by the latest version of the Building Valuation Data table published by the International Code Council multiplied by 70% - or the valuation declared on the permit application, whichever is higher.' Shell and finish-out permits get a further 75% multiplier.
Worked example: a $350,000 new home
- Building permit fee: $300.00 for the first 0 sq ft + $0.50 × 2,400 per sq ft over = $1,500.00
- Plan review fee: flat = $300.00
- Roadway impact fee (single-family detached): flat fee = $3,283.00
- Total before trade permits: $5,083.00.
