BuildingPermitCost How Fresno calculates your permit fee
The city charges a building permit fee using a fee table based on floor area. Plan review is a separate charge: its own fee table.

What counts as project value
Floor area (square feet). New construction, additions and major remodels are priced by floor area from occupancy-specific tables (base cost at each square-foot threshold plus a cost per sq ft between thresholds), with separate plan check and inspection tables. Mechanical, plumbing, electrical and energy plan check for these projects are included. Valuation is used only for the state CBSC surcharge.
Worked example: a $350,000 new home
- Building permit fee: $2,079.71 for the first 2,000 sq ft + $0.37 × 400 per sq ft over = $2,228.91
- Plan review fee: $667.70 for the first 2,000 sq ft + $0.20 × 400 per sq ft over = $748.90
- General Plan and Related Document Update and Maintenance surcharge: 12.83% of $2,228.91 = $285.97
- Technology - Entitlement Processing System Update surcharge: fixed = $23.79
- California Building Standards Commission (SB 1473) surcharge: $1.00 × 14 per $25,000.00 = $14.00
- Total before trade permits: $3,301.57.
