How Chino Hills calculates your permit fee
The city charges a building permit fee using a fee table based on floor area. Plan review is a separate charge: its own fee table.

Surcharges
- Technology Fee: 6% of the fee total
- General Plan Surcharge Fee: 0.08% of the project value
- SB 1473 Building Standards Administration Special Revolving Fund: $1.00 per $25,000 of value
What counts as project value
Floor area (square feet). New construction and additions are priced by project floor area (Table 9, by IBC occupancy, base cost at a threshold size plus a cost per each additional 100 sq ft). Building valuation is used only for the General Plan Surcharge (0.08%) and the SB 1473 fee; the schedule does not say how valuation is determined.
Worked example: a $350,000 new home
- Building permit fee: table value for 2,400 sq ft: $5,920.32 = $5,920.32
- Plan review fee: table value for 2,400 sq ft: $2,691.06 = $2,691.06
- Technology Fee: 6% of $8,611.38 = $516.68
- General Plan Surcharge Fee: 0.08% of $350,000.00 = $280.00
- SB 1473 Building Standards Administration Special Revolving Fund: $1.00 × 14 per $25,000.00 = $14.00
- Total before trade permits: $9,422.06.
