What counts as project value
Your contract or bid price. Fees for existing dwellings and commercial work are 'based on cost of labor and materials to the building owner'. New one- and two-family dwellings pay a flat fee.
Worked example: a $350,000 new home
- Building permit fee: flat fee = $680.00
- Virginia state levy: 2% of $680.00 = $13.60
- Total before trade permits: $693.60.

Trade permits are separate. Electrical: Residential trade permits (electrical, mechanical, plumbing; includes elevators and fire protection): new one- and two-family dwelling flat $100 + $2 levy; existing dwellings $100 for the first $5,000 + $6 per additional $1,000 or fraction + 2% levy. Commercial $100 + $7 per $1,000 over $5,000. Plumbing: Same as electrical: new dwelling $100 flat; existing $100 + $6/$1,000 over $5,000. Mechanical: Same as electrical: new dwelling $100 flat; existing $100 + $6/$1,000 over $5,000.
