How Duluth calculates your permit fee
The city charges a building permit fee using a fee table based on project value. Plan review is a separate charge: 65% of the permit fee.

What counts as project value
Local valuation table. 'Permit valuations shall include total value of all construction work, including materials and labor' and are set by the building official (MN Rules 1300.0160). 1-2 family dwellings, IRC townhouses and residential accessory buildings use the city's Residential Valuation Schedule (effective 1/1/2025; MN DLI May 2012 data + 25%): e.g. living area above grade $115/sq ft, unfinished basement $23, finished new basement $49, attached garage $49, open deck $15. Others provide an estimated job value; alterations use contract value.
Worked example: a $350,000 new home
- Building permit fee: $1,418.50 for the first $100,000.00 + $8.00 × 250 per $1,000.00 over = $3,418.50
- Plan review fee: 65% of $3,418.50 = $2,222.03
- Minnesota state surcharge: $0.00 for the first $0.00 + $0.00 × 350,000 per $1.00 over = $175.00
- Total before trade permits: $5,815.53.
