BuildingPermitCost How Moreno Valley calculates your permit fee
The city charges a building permit fee using a fee table based on floor area, plus a $30.00 application fee. Plan review is a separate charge: its own fee table. Electrical, plumbing and mechanical work gets its own permits.

What counts as project value
Floor area (square feet). Building plan check and inspection fees are set by occupancy, construction type and square footage ('per project base @ X s.f.'), with a per-sq-ft modifier only above the top size (8,000 sf new dwellings; 2,000 sf remodels/additions). Valuation is not used.
Worked example: a $350,000 new home
- Building permit fee: table value for 2,400 sq ft: $2,310.00 = $2,310.00
- Application fee: fixed = $30.00
- Plan review fee: table value for 2,400 sq ft: $1,385.00 = $1,385.00
- Training surcharge (AB 717): fixed = $3.00
- Technology maintenance fee: fixed = $3.00
- Document archive fee: 10% of $1,385.00 = $138.50
- Total before trade permits: $3,869.50.

Trade permits are separate. Mechanical: Processing/filing fee $51 per project; simple project inspection $230 (up to 3 'simple' items, $51 each additional); 'complex' items priced individually (e.g. furnace up to 100,000 Btu/hr $230). Plumbing: Same simple/complex structure; e.g. septic building sewer plan check $45 + inspection $381. Electrical: Same simple/complex structure (pages 17–20); not fully extracted.
