How Lincoln calculates your permit fee
The city charges a building permit fee using a fee table based on project value. Plan review is a separate charge: 30% of the permit fee (minimum $30.00).

What counts as project value
Your contract or bid price. "The applicant for a permit shall provide an estimated permit value at time of application" including materials, labor and MEP systems; the Building Official makes the final determination and 'may determine valuation by applying the ICC valuation or other recognized method'.
Worked example: a $350,000 new home
- Building permit fee: $689.00 for the first $300,000.00 + $2.00 × 50 per $1,000.00 over = $789.00
- Plan review fee: 30% of $789.00 = $236.70
- Total before trade permits: $1,025.70.
